Cobbled together from the concept of the team in old Raccoon. It doubles as the special response team for the city, convoy security, and pseudo military force for operations conducted outside Raccoon. It is all volunteer for all RPD security force members and civilians. Only exception is mandatory service for prior military service. The training is rigorous. The job one of the most dangerous. Current issue weapons are the M4 rifle, the 249 SAW, the Mossberg 500 military, the M25 rifle, and the Beretta 92 pistol.
Meteor Detachment is a special part of STARS that was recently formed and doesn't exist officially. They are able to strike at any place at any time. While they are used a force to combat special threats to the city and security forces occasionally they are used to assault covert operations/facilities maintained by Umbrella as they are uncovered. They work very closely with remnants of the US military and government. There no applications or appointments. You have to be chosen to be part of Meteor. It's based off how you perform, work with others, and your ability to cope during your time in the security forces. Minimum age for recruitment is twenty-one. Same issue weapons as STARS however that may change in the future.
RPD Security Forces
Raccoon's finest. Charged with keeping the peace, handling all criminal matters within the city, protecting the city's perimeter, and occasionally coordinating operations with STARS. It's mostly a volunteer force with a number of security force members transferring over after doing their active duty time. Standard weapons consist of the M16A2 rifle (burst function disabled), Glock 17 pistol, and Mossberg 500 shotgun.
Ghoul Crew
Group of theives and bandits roaming the wasteland. Ranging from minor criminal class trying to survive to sadistic madmen who live off the suffering of others. Raping and pillaging isolated strong holds, carrying out raids on convoys between the main settlements, and occasionally enlisted by Weather Corp to ambush Umbrella operatives. Their main stronghold, called "The Graveyard", lies far out of reach from security forces. No real social guidelines other than survival of the fittest and kill or be killed. Their armament mostly consists of civilian sporting arms, foreign weapons smuggled in from third world countries for gang use, and a few pieces of scavenged US military hardware.

Cooper glanced down at his watch as everyone else filed into the room. Four minutes, he thought. Last thing he wanted was someone to walk in late. Back in his old life he was a master at managing his time. Never once late for a formation or an appointment. That was military life for you. His eyes scanned the room only stopping to size up the members of Meteor Detachment. Only a handful had been in this room previously. The rest young and new. With only a taste of life within STARS. All of them selected for their performance within STARS and the RPD SF, their conduct while serving in their unit, and above all else their willingness to learn and grow. At the last few troops filed into the room he hit the projector displaying the manifest.
"Now that everyone's here we'll start the brief. Right now it's 1200. That gives us time to get this over with, get our gear squared away, and hit the road. First off here's the manifest:"

"It's been a little obvious given the situation the world is in right now and current population of New Raccoon that we're a little short staffed. I'd send out a ten vic minimum convoy, but I can wish in one hand and crap in the other then see which gets full first. Any way.... You know who you are and what you need to be doing.
For some of you and those of you in training this is your first mission. So we're going to take this nice, slow, and gentle. Unlike that time with my date to the prom.
A couple days ago we lost contact with outpost Medusa. Number of personnel there roughly equaling two platoons. Enough guys to operate a couple 120mm mortars, small team of communication guys, and two medical personnel. We don't have any information on what happened. No information on survivors or condition of the outpost. Could be the handiwork of the usual wasteland denizens or our neighbors the Ghoul Crew. All we're going to do is move in and check it out.
First check point will be the outskirts of Dead Town. This is where you really need to be on your toes. Ghoul Crew has been known to do a good bit of scavenging in this area and you know they don't like us a bit. While they're a rag tag little group without anything heavy enough to take out our vehicle don't get too cocky. We're going to be rolling right down main street. Elevated positions with plenty of room to try to drop grenades or Molotov in the turret. Best we can hope for is rocks, bricks, and empty bottles. Gunner keep your head down. It'll be a little bit of an odd angle to sneak some small arms fire into the turret, but make yourself hard to kill any way. Doesn't matter what happens here. We push through.
Second check point is Shepard Cross Roads where we'll take a left down to Sumac drive. Now on the cross roads we're going to have a friendly convoy passing through. If we don't see them we're on time. If we see them we're late. It would be in your best interested that we don't see them. Just to hammer down on this issue again. Do not mess with my timeline. Once again I need not remind you of a possible welcoming party when turning down Sumac. I want everybody to keep your eyes on the road. It ain't hard ball like the one going through Dead Town. Always the possibility of them having a surprised waiting for us to knock a tire off or deadline the vic. If you see something unsual call it. I don't feel like walking and I'm pretty damn sure you don't want to walk the rest of the way. Gunners keep your eyes on any tree branches over hanging the road. Last thing we need is one of you guys being taken out by a propane tank or poor man claymore.
Then two miles down we'll take another left to the third and final check point. No information on the condition of the road there. Quite the possibility of us having to dismount. If that's the case we'll pull down weapons, ammunition, and anything else important. Lock and cover the vehicles. Tag them with an IR strobe in case we can't make it back and someone has to pick them up later. Then proceed on foot. We'll be taking the 240B off one of the Vics. So one of you will have the misfortune to carry that heavy son of a bitch around. I won't throw any more unwanted weight on you so don't worry about a personal weapon. Sidearm should do you good. Another guy is going to have to be the A Gunner. So you'll be lugging around some extra ammunition and a spare barrel.
It's been a while since we've last had communication with the compound. The guys upstairs are not expecting us to swoop in from the clouds and save the day. They're fairly certain everyone is dead. Maybe just a handful of survivors. We're just going to move into the compound, do a quick sweep, access the situation, address any issues that need to be taken care of, and then we move back to the Vics. Then it's RTB. Should for any reason we can't make it back to the Vics we'll proceed to the secondary extraction point. AIRCARA is passing through the area the following morning at 0300. Should have enough seats for us. I'll call them them up on the SATCOM, we'll set the security, and mark the landing zone with an IR buzzsaw. If they're late an the sun is up we'll mark with smoke or whatever we have available. We'll have to be quick because we won't know how they're doing on fuel.

It's one A-10 that is being transferred to Briar Ridge. Odds are they'll only be able to make a few passes. After that they're gone. If for any reason your Vic is disabled on the way all I can say is find a safe place to sit tight for a little while. We'll see if we can reroute a patrol or convoy to pick you up.
As far as the dead fucks go if you're bitten please don't hide it. We're all getting the scrub down after we come back so it will be found out whether or not you tell us. Have a little bit of dignity and tell us. Last thing I want is to bust two heads because one of them couldn't grow a pair. Dumb fucks shouldn't be out and about in this area. They're further east. Still if you're caught by them we'll do everything we can to get you back. Estimated time of survival in our books is five hours. After that you're just another ghost in our books or a dumb fuck. No way in hell they're moving me alive. That's my perspective on the situation.
